Listen
Two months on the ground. We map stakeholders, walk the neighborhoods, and understand what decisions the data needs to support.
Build
Four months co-creating. Jupyter notebooks, cloud pipelines, dashboards — all open source, all versioned, all reproducible.
Test
Two months piloting. Real users, real feedback, real iteration. We fix what breaks.
Hand over
Four months training. Local staff run the stack. We stay on call but step back.
